Long answer nooooooooooooooo!! This is one of those reasons I just make characters with a 9 in Endurance. No possible way to screw up, unless I level up too fast. END of 1 is all you need, since the only useful implant is the dermal armour. And by taking points out of END you can put those points directly into the stats you want to boost. DT one is better imo. The regen is just way too slow to be worth the three things it takes up: 1. An extra base endurance SPECIAL point which could be used elsewhere. 2. An implant slot. 3. 12k caps. While it is arguable that caps technically shouldn't be an argument because they're pretty easy to come across in the game, 12k caps is still a lot.
